The West Shore Expressway ends here at the Staten Island Expressway (I-278). Northbound NY 440 is multiplexed with eastbound I-278 for a few exits.

NY 440 splits off from the Staten Island Expressway at exit 9. The ramp merges with a ramp from Victory Boulevard to form the Dr. Martin Luther King Jr. Expressway. This highway was originally known as the Willowbrook Expressway but was renamed in honor of the civil rights leader. Exit 10W is for the Staten Island Expressway (I-278) west. Its primary purpose is to serve motorists coming from Victory Boulevard who wish to access westbound I-278.

Exit 13 is for Richmond Terrace. There is a cashless tolling gantry for southbound traffic, but there is no toll when travelling in this direction. Straight ahead, the Bayonne Bridge crosses the Kill Van Kull to Bayonne, New Jersey. NY 440 becomes NJ 440 at the state line.
