Phillips Street begins at the point where RI 1A turns from Boston Neck Road onto Brown Street in North Kingstown. It runs west as a two-lane undivided road.

Phillips Street ends at a traffic light at Tower Hill Road (US 1). Turn right to go north or left to go south. Continue straight ahead onto Victory Highway to stay on RI 102.

Victory Highway widens to four lanes. There is a traffic light at Old Baptist Road, followed by a traffic light at Quaker Lane (RI 2). Turn right to go north. Southbound RI 2 is multiplexed with northbound RI 102 straight ahead.
