NY 28 begins at NY 32 in Kingston. At the beginning, it is multiplexed along Colonel Chandler Drive (I-587) for its entire length to where it ends at a roundabout at the New York Thruway (I-87/I-287).
West of the roundabout, NY 28 is a four-lane road called Onteora Trail. There is a single traffic light at the entrance to some shopping centers.
