NJ 15 begins at West McFarlan Street (US 46) in Dover and runs north as a two-lane undivided road. Here, it is known as West Clinton Street. There is a flasher at Grace Street.

North of I-80, NJ 15 is a four-lane divided highway. There is a traffic light controlling the merge with the ramp from I-80, followed by an exit for Mount Hope and Lake Denmark, which also provides access to the Picatinny Arsenal.
