Rome-Westernville Road runs south through Rome as a two-lane undivided road. Getting closer to the downtown area, it changes names to become Ridge Mills Road.

NY 46 widens to four lanes and changes names to become Black River Boulevard.

Black River Boulevard becomes a divided road. There is a traffic light at East Bloomfield Street (NY 26). Turn right to go north. Southbound NY 26 is multiplexed with NY 46 straight ahead.

After a short distance, Black River Boulevard ends at an interchange with NY 49/NY 69. NY 46 and NY 26 also split at this interchange. To stay on NY 46, bear right onto Erie Boulevard West, which is also NY 49/NY 69 west. For NY 26, bear left onto Erie Boulevard East, which is also NY 49/NY 69 east.
