Maple Avenue (Orange CR 16) turns into River Road at the New York-New Jersey state line. River Road runs southwest, parallel to the Delaware River, as a two-lane undivided road.

River Road ends here at US 206. Turn right to go north. Bear left to go south and stay on CR 521. Make a hard left for Deckertown Turnpike (CR 650), which begins here.

CR 521 is multiplexed with US 206 for about 10 miles. It then splits off onto West Owassa Turnpike.
West Owassa Turnpike runs southwest as a two-lane undivided road and eventually changes names to become Mountain Road. Turn left onto Kemah Mecca Lake Road to stay on CR 521. Mountain Road continues straight ahead as CR 617.

There is a stop sign, and Fairview Avenue (CR 633) merges in from the left. Continue straight ahead to stay on CR 521.

CR 521 runs southwest along Swartswood Lake. In some places, it is possible to see the lake through the trees on the left. In Middleville, turn left onto Stillwater Road to stay on CR 521.

Stillwater Road runs southwest as a two-lane undivided road. There is a sign for a one-lane bridge. The double yellow line disappears and the roadway narrows slightly while going over the bridge, but it's probably wide enough to fit two cars at the same time if they're going slowly enough.

The road curves to the left. Turn right after the curve to stay on Stillwater Road. Fredon Road (CR 610) is straight ahead.

Stillwater Road continues to the southwest. It crosses the from Sussex County to Warren County, but there is no signage at the county line.

Stillwater Road ends at a traffic light at NJ 94. Turn right to go south on NJ 94. Turn left to go north on NJ 94 and to continue south on CR 521. Make a hard right for Bridge Street (CR 602). For motorists who have been following CR 521 for its entire length, this is the first traffic light since Port Jervis. You know you're in a rural area when you can go for over 35 miles without passing a single traffic light!

CR 521 ends at a flasher and stop sign at CR 519 in Hope. Turn left onto High Street to go north or continue straight ahead onto Hope-Bridgeville Road to go south. Turn right onto High Street for CR 609, which begins here.
