DE 141 is a semicircular route looping around Wilmington. It begins in New Castle as a four-lane divided road known as Basin Road. At first, it is a surface road with traffic lights, although there is a single grade-separated interchange at US 13/US 40. At the Delaware Turnpike (I-95), it becomes an expressway. After a couple of miles, the expressway peters out just beyond Kirkwood Highway (DE 2). At this point, Basin Road changes names to becomes Centre Road. It curves to the east and changes names to become Barley Mill Road, which ends after a short distance at Powder Mill Road. DE 141 turns onto Powder Mill Road and follows it to a grade-separated interchange with Concord Pike (US 202), where it ends.
