CT 149 is a north/south route in the Connecticut River Valley. It begins at Norwich Road (CT 82) in East Haddam, just east of the swing bridge over the Connecticut River. It runs north to Moodus, where it is then multiplexed with CT 151 for a short distance. It then splits off and runs north to Colchester, where it ends at the CT 2 expressway. The entire length of CT 149 is a two-lane rural road.
