CR 28 is an east/west route across Clausland Mountain between Blauvelt and Nyack. It begins at NY 303. The first section, Spruce Street extends for a couple of blocks to Greenbush Road (CR 11). There, it changes names to become Clausland Mountain Road, which ascends Clausland Mountain. Just past the peak, Clausland Mountain Road ends at Old Mountain Road. There are views of the Hudson River and the Tappan Zee Bridge while coming down. Old Mountain Road ends at Hillside Avenue (US 9W). The entire length of CR 28 is a two-lane undivided road.
