The Pulaski Skyway is a long bridge across the Hackensack River and the Passaic River, connecting Jersey City to Newark. The bridge itself is designated US 1/US 9. NJ 139 is a short approach highway connecting the Pulaski Skyway to the Holland Tunnel. For almost all of its length, NJ 139 runs under a long ramp leading from the Holland Tunnel approach to Kennedy Boulevard (CR 501). Therefore, NJ 139 is commonly referred to as the "covered roadway" in traffic reports.
