Bay Avenue is an east/west route in Barnegat. It begins at NJ 72 and runs east as a two-lane undivided road. After a few miles, it widens to four lanes and has an interchange with the Garden State Parkway (NJ 444). It continues for about another mile to Main Street (US 9). There, CR 554 ends. Bay Avenue changes designation to continue east as Ocean CR 609. CR 554 is one of the shortest of the 500 series and one of the few contained entirely within a single county.
