Basin Road begins at Washington Street (DE 9) and DE 273 in New Castle and runs north as a four-lane divided road with traffic lights.

There is a grade-separated interchange with US 13/US 40. It is marked as exits 1A-B for consistency with the expressway section up ahead. When travelling in this direction, only exit 1A is directly accessible. Motorists wishing to access exit 1B must make a U-turn at the first traffic light after the interchange.
